Important Message Regarding LITACorp’s Programming

Dear Partners

When the Louisiana Legislature established Louisiana Infrastructure Technical Assistance Corporation (LITACorp), it did so with a simple but ambitious goal, which was to help Louisiana’s local governments compete for federal infrastructure funding by removing barriers that too often prevented rural and economically distressed communities from accessing these opportunities. 

LITACorp would not exist without the leadership and advocacy of the Louisiana Municipal Association (LMA) and the Police Jury Association of Louisiana (PJAL). Their vision and commitment to Louisiana’s municipalities and parishes were instrumental in securing the initial investment that launched LITACorp, and we remain deeply grateful for their partnership and unwavering support. 

Over the past several years, it has been our privilege to work alongside local governments across Louisiana to turn that vision into reality. Together, we have submitted 77 grant applications requesting nearly $408,748,003 in federal infrastructure funding, provided matching funds assistance that has already leveraged $23,729,953 in federal investment for Louisiana communities, and helped generate $6.61 in federal funding for every $1 of state funding invested in our organization, which is a return that will continue to benefit Louisiana communities for years to come.

Perhaps most importantly, one-third of the communities we served had not applied for a federal grant in recent years before partnering with LITACorp. By providing technical assistance, strategic guidance, and matching funds, we helped communities compete for opportunities they otherwise may have missed. 

As many of you know, the state funding that established LITACorp was intended as a catalyst to launch these programs. That initial investment is now coming to an end, and with it, the funding that has supported our operations. 

For those communities that have received matching funds commitments through LITACorp’s Matching Funds Grant Program, please know that our commitment to you remains unchanged. Communities with approved matching funds commitments will continue to have access to those funds as they implement their IIJA-funded projects, in accordance with the terms of their award agreements.

While this marks the close of one chapter, we firmly believe the need for LITACorp’s work has never been greater. Federal infrastructure and economic development opportunities continue to evolve, and local governments still need trusted technical assistance to identify competitive projects, navigate complex funding programs, and bring transformative investments home to their communities. 

Over the coming months, we will be exploring strategic partnerships and sustainable funding opportunities that would allow LITACorp to continue serving Louisiana’s municipalities, parishes, and other public entities, ideally at little or no cost to the communities themselves.
